So yes someone will hit that, but it looks like concrete is probably newer than the paint, so the issue is they installed these on top of an existing spot. Presumably it will cease to be an issue once they mount whatever is going on top on to the footings.
In the short term, a cone or something would have been good.

I see stuff like that and I immediately realize I would be that guy if I drove a lifted vehicle. I would drive over small obstacles and leave parking garages without paying and love every second of it.
I keep lowering my cars to keep myself humble.
